Delta Scan was tasked with leveraging its expertise in civil engineering design services, specifically in municipal infrastructure, to support the project. The company was expected to navigate government incentives and regulatory requirements for infrastructure projects, ensuring full compliance. Delta Scan’s role also required clear communication of complex engineering concepts to various stakeholders and proficiency in identifying and managing financial risks associated with large-scale development initiatives.

 The Dr Kenneth District Municipality has prioritised projects for engineering designs within the JB Marks Local Municipality, Vyfhoek and Mooi River.  

Delta Scan successfully completed the required topographical survey for the proposed 15ML Reservoir at the Vyfhoek Reservoirs Site and the 10km Eden Pipeline. For the Vyfhoek reservoirs, Delta Scan provided precise survey levels, including Bottom Water Levels and Top Water Levels. Additionally, the team accurately surveyed coordinates and levels for critical components, including Pump Station floors, Pump Discharge Centrelines, and discharge pipe inverts within Pump Stations 1, 2, and 3 (combined within one building for stations 2 and 3).

Delta Scan also conducted a Ground Penetrating Radar (GPR) scan to identify all existing underground services and associated infrastructure along the Vyfhoek Reservoirs Site and the Eden Pipeline. The survey met all project specifications and engineering requirements for comprehensive and accurate data provision. Delta Scan completed the survey in full compliance with the following standards and
regulations:

• Standards and Legislation: The survey adhered to the Geomatics Profession Act 19 of 2013, standards for Digital Elevation Model data, standards for Elevation and Topographical Data Capture, and COTO’s TMH11 Standard Survey Methods (version 3 or earlier).

• Geodetic System: All data was aligned with the World Geodetic System (WGS 84) and based on Mean Sea Level (MSL) heights.
• Professional Survey Requirements: A competent Engineering Surveyor, registered with the South African Council for Professional and Technical Surveyors (PLATO), conducted the survey 

• Survey Control Points: Delta Scan established Survey Control Points linked to the National Trigonometric/Trignet Network.
• Equipment Calibration: The team used survey equipment with certified Calibration Certificates issued within the past 12 months.
• Detailed Measurements: Delta Scan accurately recorded levels for the pump station floor, pump center, discharge pipe, and pump room ground level.

All work met the project’s topographical survey specifications and requirements.

Project Deliverables

 

The following deliverables were submitted in electronic format for the various areas:  
• DTM (Digital Terrain Model) containing all the Survey Points (X, Y and Z coordinates), complete with descriptions of the acronyms used In ASCII and ESRI Grid Format Files.  

All 3D models, drawings etc.

• Digital Ortho-photography Images Files.
• A Fieldbook and landXml (*.xml) Data File in TDS Format (compatible with AutoCAD Civil 3D). 
• Contours shall be generated at 0.5 m intervals. The use of Splines to depict Contours shall be avoided.

Line Mapping (*.dwg or *.dxf and *.shp file) containing the layout drawings of the site and showing 1-meter contours, property boundaries, salient features, all services, survey controls, etc.  
• The list of survey controls installed by the surveyor as part of the survey, with their coordinates and levels
• GPR Scan report of various locations delivered in CAD and KML with Orthophoto underlayment

Delta Scan successfully fulfilled its role in the engineering design services for the Dr Kenneth District Municipality, specifically for the JB Marks Local Municipality’s Vyfhoek and Mooi River projects.
